Is this ability nerfed if you under level 30? As it says optimal rank 30... I'm assuming so, however I'm not sure if it has been tested or not..

can anyone confirm if this ability does only effecting on casting, or on casting and recasting as in FFXI?

Just tested it online, and it doesn't have any effect on recast time. Also, when you enable it the "Cast Time" shown on the information for the spell doesn't change, though you will be casting it faster. I'm just glad that Stoneskin isn't such a long spell now, lol
You must complete the CON quest "Dendrological Duties" (available at rank 20) before you can buy this trait. The quest is given by the NPC next to the mark NPC. (Soilene). This quest is extremely easy at R20.

You can't stack it as far as I can tell
After buying it for 8000 CGM it changes at the vendor from white to yellow
and I am unable to purchase it again
Also note once bought you need to equip it under traits (area below other skills)
