By starter quest you talk to the guy at adventurers guild. In Limsa it's Aberon. He will ask about two conversations. One is "Getting Started" DO NOT CHOOSE THIS ONE! Choose the other one. He said something about being surprised you are still alive. Completing the conversation will get you the missing ability. (All Disciples of war and magic classes have a missing level 1 ability.) Once complete whenever you change to a "new class" that you have never equipped before you will get that class's missing ability.
Which starter quest? I did the parade. I've been out to kill naked moles. Seems like an important ability to have, but no idea what im supposed to do to recieve it.

Ok, so update as of Sept 17th, 2010. It is confirmed. You have to complete the starter quest in any home town. Doesn't matter what it is, what class etc. As long as you do "A" starter quest, as you pick up different items and advance new classes (if you completed the quest), you will automatically get that classes 'extra' ability.
