Soiled Femur can be purchased my Pimelle in Ul'dah for 2400 gil.
Bone chips can be bought there as well for 432.
Other options are mining grade 1s in Thanalan for the bone chips and mining grade 2s for the Soiled Femur.
Fish glue can either be made or bought from the market wards.

I believe that this item is not used to make anything anymore. I have tried many times, but cannot for the life of me make the spear.
