I would say these are around r14 culinary and alchemy synthesis. Good xp all the way through 17. These can be fished in Grade 2 areas of Thanalan, around Camp Drybone. -4 depth. System message "The fish seem to be biting on Chocobo Fly" I get the same message now with Crow Fly.
la Mhigan Fighting Fish seem to be attracted to Crow Fly while fishing in fresh water in East Thanalan Grade 2 area. The message "something big hits your line" comes up at short intervals when this fish bites.
Ala Mhigan Fighting Fish +2 HQ'ed result with main hand yield a Raw Sunstone, quality of the HQ unknown.

We just did this with a good HQ and it gave Hempen Bowstring!
This must be somewhere in the realm of rank 11-12 for sea sand, as I was getting 350-400 SP at rank 11 Culinarian. I believe YG had it listed as rank 10, but I still failed consistently enough on synthesis attempts (with on par gear/support) to make be believe otherwise.

crow fly in that location was hitting it hard
Attempted to do the river sand synthesis with 1x the ala mhigan fighting fish at level 1 Culinarian skill, and the system said I should wait until I am more skilled to attempt this synthesis.
Just to add on, reached level 5 culinary skill and still can't do the river sand synth with 1x Ala Mhigan Fighting Fish.
