And yeah, let's distinguish between an addon and a hack. A bot that sniffs packets is just that, a bot. There's always been this distinction between addons created through the built-in API and third party tools that run outside the game. Windower technically falls into the second category there since it has to hook in from outside. It is not an addon, though as far as third-party tools go, the Windower team took GREAT pains to make sure it was tame and only added UI features that should've been there to begin with. If FFXI had an API, Windower's plugins would have been addons.
