Rest is a mechanic that gives players incentives to log out at certain places. It accrues somewhat slowly, and has a cap, but it is still very much worth logging out in Sanctuaries or at your Inn. Upon returning, there will be an additional meter as described above on your EXP bar.
Killing regular NPCs will give double EXP while the rested bonus remains. The bonus doesn't apply to quest rewards, leves, etc, but just to kills.

So how long does this bonus last? Could a party who wants to grind open world mobs in a fashion similar to FFXI do this and have substantial xp gains?
It's a small percentage and it's related to how long you're in the sanctuary. I don't think it would be substantial.
It's capped at an overall EXP gain, so while you could do it this way, you're not gaining anything over simply killing them solo.
Hypothetical situation: You wrap up playing for the night at 10 pm, and log out in your Inn. The next morning, you log in, and have 5000 exp built up as rest. You go out into the world. Normally, you could kill a ladybug for 50 exp, but since you're rested, you gain 100 instead. After 50 ladybugs (50 x 100 = 5000), your rest bonus expires and they now award 50 exp again. Of course, you could go kill five big things and gain 1000 exp each, and that would certainly save some time on the killing end.
The basic idea isn't really to grind out the rest and then go about your day questing and doing other events. It's more efficient to quest like you normally would, and use up the rest bonus while doing quest objective killing. Or if you're feeling saucy, use up rest while working on your hunting log.
