Does this mean that the Ixali are a product of Allagan technology or that they used them as a base to make this thing? If it's the former then what does that mean for the other beast tribes? I mean the Ixali do talk about having wings once and losing them.

And yes, the Ixali tribe are building their airship because they want to return to their home in the sky. Garuda promised them that she will take them there, but only the tempered believe her. The non-tempered Ixali are quite aware that is not within Garuda's power and it is a false promise, and if they're gonna go back to the sky islands they've got to get there on their own power.

It looks like the Allagans did create the initial form of the Ixal as some kind of servant race. But then they rebelled, probably led by some historical Ixal named Garuda who acted as some kind of savior for them leading them out of bondage.
