After almost 9 years of working at my current job, I cannot tell if my boss is beginning to slip with his old age (turns 61 soon) or if I'm just a lot more knowledgeable about the subject and can see his mistakes a lot faster now.

If you noticed your older boss starting to make frequent mistakes (relatively speaking) would you be concerned? How would you approach it?

Organize a blanket party.

But really, depends how severe the mistakes are. Are they little things like forgetting to put a book back where it belongs, or along the lines of mixing ammonia and bleach? If it's little things go to him about it, if there's any potential to cause a lot of serious harm, either to equipment or personnel, then go to HQ.

I've never had a job where my boss had even vaguely the same skill set as I did. Probably because that's a fucking stupid way to run a company unless you are an apprentice blacksmith or something.

He's a Master Electrician. I was an Apprentice. Now I have my Journeyman's license. Will probably be getting my Master's next year. If only because the company has to have a Master on record in order to legally do our own electrical work. And once he retires we won't have one. He handled the control programming before I was hired and now I do most of the controls. I have taken over most of the control side of things these days. But the boss-underling relation is a master-apprentice situation.

I sympathize though. Not from boss here, but from Senior co-workers. I just do what you can to work around the problem for the most part. Never hurts to double-check things anyway.
