I won't dismiss it outright because "They said they never would" since they said they would never raise the level cap, and you see where that got them.
I will dismiss it as follows, however:
For one thing, 14 isn't supposed to use "levels", but skills, and the disciple system makes it seem like leveling a craft will be akin to leveling a job. It would be virtually impossible to equate that between games.
If we ignore the level <=> skill issue, unless 14 and 11 had all the exact same jobs, it wouldn't be possible to go from one world to another. Archer/Ranger, Lancer/Dragoon, and Pugilist/Monk are workable. Gladiator or Marauder could be Warrior, possibly, but what about Puppetmaster? Dark Knight? Samurai? The worlds would have to be totally parallel in all jobs, and at that point you might as well be playing FFXI again. And let's not forget to ponder what happens when I cast Teleport-Mea in Eorzea and a member of my party doesn't have FFXI installed >.>
Even ignoring the job issue, let us assume a character has "FF11 jobs" and "FF14 jobs" and these were totally independent, such as a person might have a deck of Magic: The Gathering cards and a deck of Star Trek cards, and never the twain shall meet, we still are faced with the problem of inventory and items. Can I take my Kirin's Osode to FF14? Can I take my Spiffy Eorzan Breastplate of Awesoeness to FFXI? What jobs can equip them in the other game? Are they not only going to add new jobs to ALL armor in FFXI, but also add up to 18 more jobs to each piece of armor they put in FFXIV? Will stats even scale the same? Is the +10 to all stats that Kirin's Osode gives even comparable to what level 75 gear exists in Eoreza? Perhaps level 75 gear sold from vendors in Eorzea gives +15 to all stats. Perhaps the matrix of stats in 11 is totally different in 14 altogether.
Setting all this aside, we come to the question of "Okay, so a character has "Vana'diel jobs" and "Eorzea jobs", they have "Vana'diel Inventory" and "Eorzea Inventory", etc... I then come to the fact of the matter: It's pretty much the same as having two different characters. The only thing I'd have asked is that they allowed you to keep your friend list from 11 so you could send messages to friends on other games, but since 14 won't be built on PlayOnline (I never thought I'd actually consider that a -bad- thing up until this very moment right now), that would be out of the realm of possibility too.
So in the end, while merging the two universes sounds like a brilliant idea, the implications of it mean that the only thing you'd be able to take with you from one game to another would be your name.
