The final increase of 90->99 is set for the December update, which is around about when we should expect XIV to be hitting the shelves, if all goes to plan. Rather than break XI, this is far more likely to keep the a great many people playing it, so as far as ploys go, it's not a very bright one.
If anything it will reduce the load on XIV at the start of its life, as many people will stick with XI for even longer than they might otherwise do. This might actually be their intent. As long as a customer is paying to play either XI or XIV, then money is coming in, and slowing the exodus from XI -> XIV will keep XI alive longer which could benefit new customers unable to run XIV, and also possible keep XIV alive longer by staggering the arrival of XI migrants over a longer period of time.
Who knows. Either way, I'll be juggling both indefinitely, or until I get bored of one or the other :P So I guess they'll be making even more money off of me... Ah, the true ploy comes to light!
