I need some help. I tried to find information on this problem. From different tech help places on the web, it appears I might have a v-sync problem. Any and all games I run on my PC will have a brief blinking out of like a milisecond. It appears to happen about every 4-5 minutes. Other than that my graphics card doesn't appear to be running hard or hot, and graphics and game play do not seem to suffer. I have tried ******** around with my refresh rate, resoloution, and any v-sync options, but have had no success in getting rid of this annoyance. I suppose that I can ultimately live with it........ if I have too. But I just wanted to make sure my PC isn't in any danger. Oh, and 650W PSU, and I checked the voltage and amps coming from the wall outlet, but didn't see any voltage spikes or any thing weird.

Either your video card or monitor is on its way out. I had a 9600GT do the same thing, once I replaced the graphics card everything was fine. But I am not saying thats what your problem is.

Just got a new graphics card the other day, and honestly thought that would fix the problem, so I know it isn't the graphics card..... unless its an incompatibility issue? However, I did not think about the monitor. So I switched it out real quick with an older one I had, and it does the same thing. Thanks for the response though. At least I can eliminate two more potential problems.

Try uninstalling the graphics driver and then run driver sweeper and reinstall the driver and see if it helps. If that dosent help then IDK, maybe your PCIE slot is about to go out.
