I originally signed up to be in the PS3 beta. Now that I have a pc that can run XIV I'd like to try to get in the beta. Is there a way to change my application from one to the other?

No, it says on the beta application that subscribing more than once will disqualify you entirely. There's also no way to alter what you initially submitted.

If it makes you feel any better, though, I know some people who applied for beta and marked PS3 but got invited during Phase 1 anyway.

Not quite. If you read the fine print, it's only the latest application that is accepted:

The game to be tested is under development, and may differ significantly from the commercial release.
* If an applicant applies multiple times, only the final application will be valid.
* Inquiries regarding the selection process and/or its results will not be answered.
* For more details, see the FINAL FANTASY XIV Beta Test Application FAQ here.
* If you have received a FINAL FANTASY XIV promotional code for registering FINAL FANTASY XIII on the Square Enix Members site, please use it to apply for the beta test.
* If you have already applied for the FINAL FANTASY XIV beta test but would like to apply for the PlayStation 3 beta with a FINAL FANTASY XIV promotional code, please be aware that all previous applications will be invalidated.
* The promotional code will also be required to obtain the FINAL FANTASY XIV secret in-game item, so please hold on to your code until the game’s official release.

Oh wow, I completely misread that. I concede my earlier statement.

No, I think at one time, early this year even, it WAS true. I remember a "threat" of disqualifying yourself for Beta status if you reapplied. But yeah, I noticed, back when I did the FFXIII registration thing, that it said "only the final application will be valid".

I had applied way back whenever the beta application first went up (For PC). I was glad I never got picked due to having a crappy PC that couldn't even run the benchmark. But now I got my new PC, I went ahead and reapplied. If I get in, woot! If not, oh well! I can hold out for another 2 months.
