Question regarding AccountFollow

Hello, I played FFXIV as CBT Phase3 tester. I got this email from SE today and I have quick questions.
Does this mean I can't play FFXIV at all if I travel to other country and stay there for awhile?
Does SE planning to block IP that not belong to US?

No, that means if you're from a country other than what you actually have registered, you have to re-register as your proper country. For example, if you're British, but registered a North American SE account, you now have to register it as a a European account, specifying that you live in England.
