Ok first off is this emote quest broken?
Second question. I left the "instance" or w/e the emote quest is, and now I can't go back to the emote quest.

I tried to rezone as well. I got back into the dance instance by walking towards that building and it auto-instanced me. I would try talking to the person behind the Botanist Counter again, That might jump start it too.

There are many who find a good alibi far more attractive than an achievement. For an achievement does not settle anything permanently. We still have to prove our worth anew each day: we have to prove that we are as good today as we were yesterday. But when we have a valid alibi for not achieving anything we are fixed, so to speak, for life.

Seems weird... When servers are back up Make sure to check your quest log, and confrim what step you're on. Never no, your progress may not have been saved if Servers were close to shutting down.

If that fails, that is definatley something to keep SE aware of to debug lol. Good luck!

Sorry, don't know. I only got in the OB by spamming SE's site. If it is a bug, I'm sure if it's cried out loud enough, someone will notice :P
