The whole point of betas is to get people testing so you can work out all the kinks. (Some things would only be noticed with thousands of people actively playing on a single server, for example.) SE gets more data from the game, and we get a preview. But things can change from phase to phase, and so it doesn't make sense to keep transferring character data from one phase to the next (even open beta to release).
While it's true that your character gets vaporized (but you get the name reserved on the server), and people aren't playing "for real", it's still perfectly legitimate to play. Lots of people are trying things that they wouldn't necessarily try at release when their characters are more "permanent", so it's good for everyone. I'm using the time to try a number of different classes and see the different areas and get a feel for how things work before doing it all again "for real". :) Make my mistakes now so I avoid some of them next time. ;D
(But not everyone enjoys doing something when they know it's all going to go away soon, and maybe you're one of those, which is fine. But it's not really as bad as you seem to make it sound. :)
