Yep. Title says it all. "Red 0 receiving" every 30 minutes all day. "Now Loading" black screens that don't end. Restarting the launcher 20 times in an hour. NPCs that take 3 minutes to load due to the crowds of people around them. Yep.
Apart from the constant R0 issue, this sound very similar to an issue I had last night in Besaid which many others had too. You slowly start to disconnect the R0 looming over you. But instead of disconnection it sits there and sits there until you manually terminate the game since hitting Logout doesn't respond. When you try to log back in you can get to the character selection screen, and choose your character. Screen fades black and you see the Now Loading sign with the spinning animation except it just sits there, and sits there, and sits there.
As it turns out, that night a section where I was had crashed or something, everyone in that area did in fact. When I finally managed to get back in I find only 3 enemies still exist in the area and only about two others besides myself are logged in. Just a hunch here, but I think the servers are actually feeling the overload now which causes some areas or servers to crash. When they do you suffer disconnection and can't log back in since it can't make contact with that area again until it comes back online. I really hope SE is taking notes here, because if the servers can barely manage what we got now what will they do with the huge influx that comes flying in on the 30th?
