"Seeking" Items QuestionFollow

For the tldr; folks: Is it possible to be 'seeking' an item you don't have?

So I'm having problems finding the gear, mats, and repair items I want. I noticed when searching for items, some people were 'seeking' items in return; so I thought this would be a great idea for me too. After playing around with it for a while, it seems I can only 'seek' the items I already have. Not only that, but whatever I am seeking is taken out of my inventory entirely. If I want to buy 100 *more* mats of what I have, I have to have 100 existing mats and I lose them for the duration I am seeking the additional ones for.

Either I am doing it wrong, or this doesn't make sense to me at all. Is it possible to be 'seeking' an item you don't have? Do I have to have the item and the quantity I'm looking for?

I would have expected it to go something similar to this: I see someone with uber-gear-x, and I want it too. I check the individual and examine the item, to which I'm offered to 'purchase item'. The rest would work the way the same way it does normally.

Please tell me I'm doing it wrong, or help me out with a means of understanding ... why?

Your observations are correct. You (currently?) can only seek for items you already have in your possession, and the items leave your inventory until either someone sells them to you, or you stop seeking them.
