So my character is a CON at level 11, and physical level of 13...
I finished the first main quest(the starter quest)my starting zone is Gridania. From what I read there should have been another quest at level 8, but, I am not getting an option to pick it up. I have talked to the listed NPC, but she only has small talk or getting started as an option....
Any idea if I am doing something incorrectly? Or has it not been added yet?

should have been at level 10 actually from what I heard, I just hit it last night myself. I haven't gotten to yet, but I believe we have to go back and talk to Miounne at the bar.
