So I have failed some crafting leves, but I cannot exchange them for other leves is there anyway to abandon these?

After the next guildleve reset, you can exchange them for new leves. You can't exchange a failed guildleve for a new one in the same 36-hour period. (Otherwise you could do all but one of the items in a leve, intentionally botch the rest, then get a new leve, repeat until all leves were completed...)

Next reset is tomorrow at 7 AM CST.

Also, if they still show up in your journal, you haven't used all the provided materials yet. You will need to use up all the materials for the slot to open up for a new leve.

I have used all the required materials, but have yet to be given the option to exchange one of them which I failed a few days ago (close to a week?) there has already been at least 2 resets since and I cannot replace it, but i'll try again after this reset.

Wrong. That is regional leves, that is to say, battle and gathering leves. Crafting leves, which are local leves, are never exchanged. A local leve should disappear from your journal as soon as you have used the last of the leve-provided materials without producing the requested number of items. If this is not the case, you should contact a GM. This is, unfortunately, not the first time I have heard of this, although I have not experienced it myself.

Gms look to be...less than helpful, I looked into chatting to one but the call a gm button has some text above it explaining how if the issue is not realted to harassment RMT or something along those lines they will not even reply. Have not tried yet but i'll give that a go when I get in, thanks.

Local Guild Leves are not exchangeable, you just have to complete by either delivering the required set of crafted items or using up all the materials.

REgional Guild Leves on the otherhand are need to be exchanged To get a new onw.

To clarify, you only need to use up the mats to be able to replace the leve? I'm thinking of not bothering delivering the results as the reward doesn't merit the running around. I'm just doing the local leves for the skill ups.

You have to use up the mats without producing the required number of items. In that case you do not have to talk to the client again about this leve (and in fact, cannot, since the leve disappears as soon as you use the last of the mats). If you successfully produce the items required, they must be turned in to finish the leve. Note that while some local leves issue you your mats at the leve counter, others require you to talk to the client to get your mats.
