does the amount of stamina you have effect how much damage you do?

i.e should you attack as quickly as your stamina will let u or should you let it fill back up to full before attacking again?

The amount of stamina doesn't effect you're damage, Rushing attacks will only leave you waiting when the bar is empty.

Unluckily, yes, stamina has no effect at all.
What a wasted potential for spicing up the battle system.

I don't like Morrowind/Oblivion stamina system.

Isn't it the other way around?

If actions effectiveness was bound to stamina, everyone will be forced to wait for a full bar before taking any actions in order to maximize their output, this will impose penalty on those changing the battle pace, which is the best thing about the stamina bar.
