Unable to equip...Follow

I'm wondering if anyone has ever seen this message before. It says "Unable to equip. Either your primary skill or item affinity is not high enough."

I bought a Chocobotail Saw which is optimal rank 12, and my Carpentry is currently rank 10. This is the first instance I've seen that I couldn't equip an item because I wasn't ranked high enough. I'm currently using an Iron Needle which is fairly above my Weaving, I didn't think I'd have this problem with a saw 2 levels higher than my current skill.

Has anyone bumped into this before? And if so, what were the circumstances?

Edit: If I go to Attributes & Gear, I can manually equip it. I only get that message when trying to equip it via a macro. I suppose it's a bug then.

I also get that message if I try to macro a +1 tool or weapon, though it lets me equip it manually.

its just a bug man.
for example. i have a ARMOR macro set up
/equip R.ear "Brass earring"
/equip L.ear "Brass earring"
& then all the slots for rings.

if you have MORE THAN 1 of the same type of jewelry it will equip one, and tell you it CANT the others.

BUT, if you manually equip them, & then have a TAKE OFF ARMOR macro set up.
/equip R.ear ""
/equip L.ear ""

it will take everything off. its screwed up bad.
& the fact it has to be /equip instead of /unequip is annoying
