why is the game laggy!Follow

Hi all!

I just bought this game and my PC is:

-Intel i3 3.20GHz
-4.00GB of DDR3 RAM
-ATI HD 5450 512MB video card
-windows 7 home premium

I joined the FIGARO server(22 OCTOBER). I have my game on the lowest settings and the game is still laggy! The mouse is smooth no matter what settings I put cause of the box i checked called "enable mouse something..."

Anyway, I checked "lodestone.finalfantasyXIV.com" and they say they have laggy movement and servers and are doing maintenance the 22 OCTOBER. So I figured maybe its just that, it makes sense. So now it's the next day and still no change.

What I wanna know is WTF is going on.
DO I WAIT LONGER(MAINTENANCE)? IS IT MY PC? IS IT THAT THIS GAME IS TOO DEMANDING?
Because I can't play like this. NO JOKE, IT'S UNPLAYABLE.
