The exchanging of Guildleves still doesn't make a lot of sense. Why do undertaken Guildleves remain under your possession? From what I remember exchanging completed Guildleves doesn't give you bonus poins, unless they were of a higher level..Or something.. Regardless, it seems really weird. Wouldn't it have been easier to automatically dispense of undertaken Guildleves, and giving an automatic bonus?

After the leve reset timer passes you can exchange a completed one for a better reward on a different leve.

After the leve timer resets, there are two conditions that grant a greater bonus when exchanging leves: 1) exchanging with a leve undertaken from a different city; 2) exchanging a leve given by a different 'issuing authority' (faction, i.e. Horn and the Hand). There's more info about this on Lodestone. If you want to get the best bonus possible, you will have to do this carefully--so rather than the exchange being automatic, you have the option to get the most bang for your time, as it were.

Not to nitpick but ... The two conditions Lodestone lists are 1: Issuing Authority (Gridania, Limsa Lominsa, or Uldah) and 2: Motif (the picture on the card)

The issuing authority IS the city; the faction is the "Evaluation" listing on the leves.
