Download the benchmark and run it.

Your specs look fine.

No. The GT 220 is very underpowered, you'll need something better. The Radeon 6xxx series has a nice performance:price ratio, check out the 6850.

I would also look at going with a quad core over a dual core system.

i run a 2.7 Ghz dual core with a ATI 5770 and the game runs fine at 720p with default setting and no shadows or draw distance

dual cores can work just make sure your ram and GPU are good enough

I would get a better video card, as mentioned above the GT220 may not quite cut the mustard. I recently picked up a GTS 450 that works quite well. You can pick one up for about $120.

You can pick up a GTS450 for $94 on newegg.com. I agree the GT220 is not a good choice at all its on par with a 8600GT >.<

I would recommend an i7-980x OC to at least 4.0 ghz. 12gb ram and 2 gtx 580's in sli If you want to run this game smoothly.

Basically You gotta be able to run like Tri/quad fire or like quad sli to run this game. But You gotta somehow avoid bottlenecking the cpu then. So Super Highend mother board and get the 980x OC'd to like 4.5 ghz... Then you may have an unstable game play smoothly. Way to go SQ!!!

Sounds like someone has more dollars than sense to me.

edit:
@ the OP - What is your budget? If you told us how much you wanted to spend, we could give you a better idea of what to shoot for. I also recommend heading to techspot.com - those guys love to talk hardware and you could get a very good system for a good price with their recommendations.

If you moved up to a quad core you could be running at 1080p on high settings though.

@OP: What is your budget? Going from there it will be easier to determine what the best bang for your available buck will be.

Not to mention your load times will be increased by a noticeable amount. I'm also running a Dual Core AMD, OC'd to 2.8, and a 5770. XIV does play acceptably but when I play it on my GF's 2.8 quad-core with similar specs, the difference is enough to make me jealous.
I have to turn down a bunch of settings for it to play smoothly; she just runs it with default/high settings and it runs just as well.

Moral of the story is to go with a quad-core, a 5770 or better (http://www.videocardbenchmark.net/high_end_gpus.html) and as much RAM as you can afford!
