Yup. As a recall (and I may be slightly off with this), but there was a time either during OB or around retail launch where it triggered the cooldown on those abilities when you changed classes. A lot of people complained that it wasn't fair to casters because not only did they lose MP when they changed classes to one with a lower MP pool and then back (ie. Conjurer -> Miner -> Conjurer) but it also reset their MP regen cooldowns. And I agreed that it wasn't fair. But in common fashion, SE gave people an inch and they took a mile. People abused the shiny so SE took it away.

Tsk, tsk.

I play Con and Thm and thats too bad theyre changing it. Its good that the abilities require no points to equip though, just need to be sure to use it to recover mp before switching jobs. You'll still have to wait 20 minutes but the cooldown is 10 anyways so its only like waiting 10 more minutes than you normally would.
Im just glad theyre changing the SP system so I can nuke and focus on killing the mob rather than spirit/ phantom dart to get more chances of sp gain.

And yes I really wish DoL counted as a separate set of classes or something, before I would stop grinding and change to botanist if i came upon a tree but now its probably not worth it, I'll have to level it seperately.

the timer used to be on a 30 cooldown don't forget.

SE gave us a mile then, then gave another 1/4 mile, then took 3/4 away. so i think we're still 1/2 a mile ahead.

Yep. It was retarded. I regularly abused it during guildleve solos to give my GLD back full MP ^.^/
I actually liked it better when it was still on a 30-min cooldown; as it is now, I don't even have to
take care not to run out of MP. Takes away a fair bit of tactics on the player side.

Just got on and switched from Thm to Con with both mp abilities equipped, there is a 10 minute timer rather than a 20 so thats good :)
