Gather In-Game Chat Logs with Time Stamp for Parsing?Follow

I am trying to figure out if I can get in game chat logs to use outside of the game in Windows.

I want to create Perl parse programs enabling extensive in-game testing scenarios.

I did some preliminary research that seems to hint at some game directory already containing this output:
Documents\My Games\FINAL FANTASY XIV Beta Version\user\<number>\log

I was wondering
1) If this is still present in the current version
2) If anyone can explain from a technical standpoint what makes up these logs (or provide an example). Is it just a line by line entry of what is in the in game chat log?
3) Are there time stamps? We need time stamps to understand debuff duration for one.
