The patch notes stated that one of each must be completed as a requisite to entering Toto-Rak and Dzemael but yesterday i picked up these quests in Gridania and the description and quest have so far pointed to having access to the dungeons without completing the other nations. I haven't actaully gone in the dungeons yet but according to the NPC i talked to last I already have the necessary requirements to enter and need only find the proper number of party members.

My question is, will I ever need to complete the other nations respective quests. Also can I team up with players who have activated the quest under different city-states?

No, you only have to complete the other company quests if you want to see what those company quest lines are about. You can accept quests for all companies at the time being, but once the advanced quests are added in 1.19 you will have to pick a company to stick with for advanced quests.

And yes, you can.

Where exactly are the NPC's to get the dungeon access etc?
Googled and everything, nothing showing up except people got them or they are failing the quests etc.

You have to do the introductory company quests for a starting city. These are located inside the respective company HQ, which can be accessed from the Ward zone entrance. After about 1 real quest and 1 talk back and forth quest, it will open the imperial devices quest for you.

I have been hearing quite often how difficult these dungeons are. Are the Imperial Devices quests a full dungeon raid (i.e. equally difficult) or are they just a Mickey Mouse introductory run through. Mostly I'd like to know if I can at least do this first quest with a few other random people who need it, or if I should wait until getting enough friends and people I trust to attempt it.

Quest wise I'd say a random group of 4 can get it done. Without to many spoilers all you have to do is unlock one areas and the NPC you need to talk to should be in the next area. For the bosses themselves you would at least want a balanced party, while the regular mobs in the area can easily be slain by I'd say any 4 party setup. For the bosses you would want a healer and a tank since they do hit pretty hard even for a 27 Maur. Protect is definitely a must.

For the quest though you don't need to fight any bosses and only need to talk to an NPC to complete the quest but you are free to continue traversing through the dungeon even after completing that objective.
