It is my understanding that the "European" suggested server is to be billed toward people who speak French and/or German.
One of the issues that lead to me not really playing XI and XIV as much as I'd like is the massive lack of people online during the day when I play (shift worker) who do not speak English. My prime time is generally the tail end of JP prime on the wind down. This led to a lot of issues given I cannot speak Japanese so could not really communicate with the majority of my fellow players despite use of the auto-translate function (which I understand was pretty ropey at best anyway).
XI suffered from a late EU launch, and XIV just suffered in general. This meant that the EU player base was small to begin with and then further made worse by spreading it across many servers. Will the herding of FR and DE players to a specific server harm those who are European but do not speak FR or DE? I understand that other Europeans can go to that server, but if it is not specifically billed as being available to English (or Spanish/Italian/Polish whatever) there will be many players who will not go there for fear of not being able to understand any of their fellow players.
I guess in a nut shell:
Why would SE only specifically reach out to FR and DE speaking players? Why not just say "European server"?
Above post is incorrect. My information was based on a mistranslation-- Ragnarok will be fully "European" and not aimed at specific languages. Please see the below quote from RickDio to clear it up!
It was a mistranslation, the lodestone has been updated accordingly to display Ragnarok as the suggested EU server
