The login page can trigger an expired CA error (don't worry about the specifics of what that means, it has to do with the people that issued the security certificate to SE was compromised, and they had to change servers). So, it is possible what you are seeing is related to that. You can try and log in to the SE Account management page in IE to see if that is the problem. If it is, accept the certificate, and that should get you past the issue.

Another possible issue could be your firewall software. If it is blocking the app from loading the initial page, it could be as simple as reconfiguring the software (e.g. Windows Firewall). To test this, turn off your firewall software/disable it, then launch the app. If it launches successfully, then you know you need to reconfigure it (I would not recommend leaving it open if you are using one on your computer). Windows Firewall is typically on, and will usually ask you once if you want to block an application, if you choose yes, it will always block it unless you change the setting.

Those are the two biggest possible causes to your problem that I can think of.

I had a similar issue and after almost 2 days of scouring the internet eventually it got fixed by some weird luck I guess. What I did was create an entirely new account (You can create as many accounts as you like with the same name and email it seems because I ended up creating three different square enix members accounts all under the same name/email) after I created my third account I left my computer COMPLETELY ALONE for around 2 and a half hours. When I came back I tried for the 3,335th creating a square enix account account (There's a difference some reason you have to have a members http://na.square-enix.com/ and account https://secure.square-enix.com/account/app/svc/login?cont=ffxiv_forum&ret=https%3A%2F%2Fforum.square-enix.com%2Fffxiv%2fregister.php account someone else might know the difference but basically one is like a social network/rewards account and the other is needed for registering games) using my new square enix members account login and password and it worked. Just make sure with 100% certainty that you enter your password EXACTLY correct or else it will lock you out for good (At least that's what it seems like from my experience) after that just logging into FF XIV it will ask you to register your game and it all worked smooth as butter from there (Except for the payment options for some reason I couldn't select credit card and was forced to choose crysta).

Well i actually tried to turn off firewall... but nothing changed and i added all the exe's from the game to firewall exception list.... and still the problem persists.... i even tried disabling anti virus too... but still the problem is there... will try the first option u suggested now... thanks...

Yeah, sounds like there is something munged on SE's side. I would contact their customer support at this point.
