The login page can trigger an expired CA error (don't worry about the specifics of what that means, it has to do with the people that issued the security certificate to SE was compromised, and they had to change servers). So, it is possible what you are seeing is related to that. You can try and log in to the SE Account management page in IE to see if that is the problem. If it is, accept the certificate, and that should get you past the issue.
Another possible issue could be your firewall software. If it is blocking the app from loading the initial page, it could be as simple as reconfiguring the software (e.g. Windows Firewall). To test this, turn off your firewall software/disable it, then launch the app. If it launches successfully, then you know you need to reconfigure it (I would not recommend leaving it open if you are using one on your computer). Windows Firewall is typically on, and will usually ask you once if you want to block an application, if you choose yes, it will always block it unless you change the setting.
Those are the two biggest possible causes to your problem that I can think of.

(this is the one ask in the game too right????)

Edit: was able to login to this one too https://membership.square-enix.com/users/sign_in
but after logging in it shows...
