I believe so kind sir. All of those codes are tied to your account so I don't see why not. All you would really use the disc for is installing it on a PS3. Then you should be able to use the same account on both PC and Ps3 if you end up getting one.

Edit: Why in Altana's name is this post downvoted? Do I just have someone that secretly despises me that downvotes every single post I freaking make? @#$%^& Politics maaaan.

Will it be possible to register the PS3 version's pre-order bonuses on the Windows version?

Yes, this will be possible. By inputting the product code enclosed with the PS3 version into your PS3, you will be able to choose to add the PS3 version to either an existing FFXIV service account or a new FFXIV service account. If you choose to add it to an FFXIV existing service account, the pre-order bonuses will be applied to that FFXIV service account.

Let's say I pre-order the standard PS3 version, if I want to take the pre-order bonus code and apply it to my collector's edition account from FFXIV 1.0, do I need a PS3 to do so?

I kinda want to preorder the PS3 version for my roommate so I can use the preorder code on my 1.0 CE version, still not sure that would work or not.
