I haven't heard of any specific FC/LS that is dedicated for bilingual players but more of a time zone based ones, like EU/NA/JPS.

Mine for example is based on NA time. Not sure if I have someone that speaks French on the group but I do know a few who speak Spanish like myself. However the language that dominates the NA area is English. What I'm saying is that most of us are just recruiting based on time zone more than anything. :)
If you are interested on checking us to see if we are good fit, you are more than welcome. Also if I hear of one, I will definitely let you know about it.
