Primary and Secondary Tool Follow

Does anyone know if the stats stack when wearing a primary and secondary tool or is it dependent on which tool used for synthesis. Any links out there on FFXIV main site explaining this?

The stats stack.

very apparent by the jump in ability once you are able to equip the secondary tool, regardless of what one you are using for the synth.
