How does one obtain a retainer these days? I assumed by level 10 you should be able to have one as my bags are filling fast...

Retainer and how to get oneFollow
I thought you get one during or after your lvl 15 main scenario quest. The first 20 or so levels are basically a big tutorial.
in Gridania while doing around 3 level 1 quest i just went up to the guy "by chance" between the store stalls and hired them both. Maybe because i'm legacy it let me do that. Since then i've done nothing but gave half my total gil to strangers and keep logging on to see if I can figure how to get a Carby with no help. in gridania the npc name is Parnell"Retainer Vocate"

After you do all the lvl 15 Dungeon quests there will be a quest which when u finish it will say "you ahve unlocked retainers" It was lvl 18 for me and I went straight threw things pretty fast. Also you can hire 2 retainers once you do this.
Yea, the quest which sends you outside of Ul'Dah after doing the first three dungeons gives you the right to hire retainers. Was about level 18.5 for me.
