Can a Conjurer...Follow
...put protect on people who they aren't in a party with? Likewise does the AoE heal affect people they aren't in a party with?

Unfortunately no. At this point it is an AoE party only buff. :(
Doesn't seem that way from my experience. iirc I couldn't even target protect, which sucks.... If anyone else has had a different experience I'm all ears.
From my experience, Protect AoEs around the caster, and does not affect those outside of the party. I tried to buff my friend who had left the party to solo a quest, but the spell only hit my character, and not him nor anyone else in the area...

Group only buff, but you can group people and buff them if you choice to.
One thing XI had that XIV doesn't is being able to target buffs and cast cure on undead enemies, like Wights.
