PC (PS3 Controller) Hotbars Won't Work With LB/RBFollow

I had it set up on FFXI where LB/RB would highlight the hotbars and you could use the dpad to arrow over whichever ability/trait you wanted to use. For some reason I can't get it to work this way on FFXIV. The configuration menu says I have "highlight left hotbar" and "highlight right hotbar" but it's like the game doesn't recognize it. Can anyone help? Right now on the screen I've got Hotbar 1 and the pet hotbar. The keybind menu isn't helping either.

Want to play Arcanist but would be monumentally dumb to have to mouse over everything switching back and forth from controller to mouse.
