Grand company quests for chief sergeant start at lvl 44?Follow

Hey so the small time i was able to long in today i got to join the grand company of maelstrom i was on before in 1.0... However, unlike the story-line, how it started all over from level 1. The grand company quests did not?

The first quest i was able to pick up was a level 44 dungeon quest i believe in cortheas.

Do i have to start a new character to be able to do the level 20+ grand company quests? O.0
