It says "unauthorized to summon mount". How do I mount it? I'm level 22 and is currently doing the chocobo quest.

You need to finish the GC chocobo and gain the ability to ride one.

You still need to get the ability to ride one.

The goobbue was the only thing that really made me consider keeping my 1.0 char or rerolling with friends. I don't care about losing my character progress but I really wanted to keep that mount!

Indeed. Specifically, you need the Chocobo License that's granted at the very end of that quest. Then your Coeurl will be available under Mounts on your Actions & Traits window (after you use the bell in your inventory).
Also, Coeurl will only eat Sheba. Make sure to buy the marmot-flavor, he seems to like that best.
