False kinda question. Each attack/ability has an individual potency. In terms of damage calcs, GLD/MRD/LNC/PGL use STR, ACH uses DEX, and all attack magics use INT.
How useful is determination?
I don't have a DR or weighting curve, if that's what your after. From the tooltip, it is a boost to all damage and healing abilities. I read some spreadsheet work from P3, showed that there was a DTR modifier in every calculation for damage & healing. Not huge, but consistent bang for your buck.
Is there a way to increase mana/tp regeneration?
No, with a handful of ability exceptions. THM has Umbral Ice buff (massive MP regen boost), ACN has Aetherflow (20% MP recovery), WHM has Shroud of Saints (Refresh). LNC has Invigorate (400 TP return). THM is part of the class mechanics - Blizzard is not cross-classable. Aetherflow & SoS are class/job locked. Invigorate is cross-classable (and LNC gets a trait to boost it to 500 TP).

is a good starting guide. Long story short, @ 50 a solid tank should have NO problems holding threat, with some of the massive modifiers on certain abilities. And Provoke is an auto "top threat +1" boost i.e. no point using it if your top of the list, but if a healer is under fire it's time for it.
