The 1017 is because ppl refuse to log out. each server can only handle 5k connections. Staying logged in afk is taking up said connections. The server stuff is player made SE had no idea ffxiv would get a huge turn out. Remember can't judge server needed based on preorder sales. Ppl bought the game launch day also..

No, the 1017 is because the amount of people that want to play is greater than the amount of people that can play. If people could no longer AFK, there'd still be congestion issues and you'd still see 1017.
