I understand that all classes start @ level 1. But what about jobs?
The reason for the questions is that I was doing Titan tonight as CNJ. I was getting ******* at for not using WHM. But I haven't bothered with any other classes (other than gathering/crafting). So, I'm curious, if I get WHM opened up, will she be at Lvl. 1? Or do jobs start at a higher lvl?

Jobs do not have a level. They simply borrow the level of the prerequisite main class (the one you needed to get to 30 with).
So a WHM would use CNJ level for any level-based calculations and such, and will show as whatever level your CNJ is.
When you earn experience on WHM, you will see it say that you gain Conjurer experience, reinforcing the fact that jobs do not have their own levels.

You could say all jobs start at level 30.
