Moving interface windowsFollow

I'm sure I've seen the answer to this, but I can't find it. I want to move the windows that appear when I mouseover my combat actions (yes, I'm a clicker). I've tried moving the action help box, but that doesn't seem to work. Am I moving the wrong one?
