Does anyone know when or how you get to use the Armoires in the Inn Rooms.

The Armoire is for season items, promotional items (Garlond Goggles), and artifact gear. There's probably a few other things but it's for items that are rare, not for typical storage.
To answer your question you may only put gear in them if they are at 100% condition. And like others have stated its more so for your Rare/untradeable gear
