I rejoined Final Fantasy XIV recently which was my earliest convenience thanks to a major mix up with Square-Enix and my code, it took a very long time, but in light of the situation i realized i had just made it in time to participate in the Moonfire Faire event due to an extension of the event because people had trouble logging in among other things.
As you can see here and on the lodestone they have extended it until October 18th 10/18/2013 - Allowing me the weekend and the week to participate; or so i thought.

I am trying to find the light that sheds on this situation as to why the NPC is no present in the instructed area, i am unable to post on the official forums 1. due to account being recently reactivated, and 2. for my level being to low. Which brings me here in hopes.

I've just gone and checked for you, but all the NPC's and the decorations really are still in place though.
I'm not sure if the data that SE provides deviates from their actual locations, but they have not been moved for the past two weeks.
Limsa's Fair is in Upper Limsa, around the Aftcastle.
Ul'Dah's Fair is in the central plaza next to the adventurer's guild.
And i'm going to asume Gridania's one is still there too, but i cant remember off the top of my head where i saw that one.
Run around town a bit, and you should find them. They're not that hard to spot.

The Gridania vendor is right across from the mail moogle at the theatre. It seems all 3 locations are right near the mail moogles.

Gridania's is next to Mih Khetto's Amphitheater.

I am 15 on my highest so as far as i know i only have access to Gridania where i started, and this is what that area looks like for me, there are no decorations or anything of the sort in this area.

That is weird because I just ran through there and all the decorations and stuff are still up. I guess maybe trying to contact a GM would be your next course of action/

I have 2 Cascadier Uniform Vouchers. Does anyone know where in trade them in? I've tried the Cascadier Captain and Commissary but no luck. Any help is appreciated.

One of girls at the endgame shop in Mor Dhona's Aetheryte camp will trade you the bikini for the voucher.
