Hiring Retainer (Gridania)Follow

Ok. I finished my level 15 quest for my main job, and got the emissary event. During this time, I swear Mother Miounne gave me permission to hire retainers. I didn't do so immediately though. I went around to the other cities and puttered around for a while. When I came back to Gridania, I tried hiring a retainer and was told I didn't have enough status with the city. What level/quest do you need to be/do in order to have a retainer?

Thanks. I assume that's much higher level than 20? I'm mainly looking for a retainer to sell stuff on the market board. I haven't looked much into the workings of the market board yet.

Actually, I just confirmed this today on an alt character, but you actually get the right to use Retainers well before then. You simply have to complete the level 17 Main Scenario quest "Scions of the Seventh Dawn" at which time you'll get the message in golden letters that you can now hire Retainers. And... just as a follow-up to make sure, I immediately teleported to Ul'Dah and I was able to hire a Retainer from Chachabi, the Retainer Vocate.
