Looks like the reflections of a city in the water. But no actual visible city. Maybe I'm not close enough to actually see what is there?

It is only that section, I'll take some screenshots later showing the area around it. And no matter what direction I seem to view it from in that area, the reflections always have the same shape.

Maybe I have PTSD, but somehow this bring to mind the Salvage ruins from XI, and a cold wave of panic mixed with despair envelops my psyche... yet for some reason, I pine for it.
