I'm not sure if I understand correctly. Is it normal to gain skill points by casting those skills?

Because, I did spam Cure over and over during fights where my party was attacking monster a little too strong and did gain some skill points while doing so, some times more than once... but the cure was actually needed.

Do I still have to report myself to the GM?

No, probably not. This is more of a warning to those who hit rank 20, 30, 40, or even level cap 50 using the exploit. Basically if you jumped more than 7 ranks and you were already over level 10+ within a single day then you better be owning up or take your chances that you duck under the radar, or risk suspension/other actions like banz.
