Bielaisk's PHs are the "a shellscale guard" mobs in the stairwell leading out of the forest and into the water maze.

He hits for a max ~14,000.

Popped from the two guards further up on the left side. Took around 8 clears to finally get him to pop. Not a bad camp..just uncommon I guess.

There are six guards total. Four on the middle landing near each other, then two additional ones on the upper landing.

I've never seen Bielaisk pop from the two upper guards -- does he?

Also, does killing the upper two guards make Bielaisk pop more often? Or do just the lower four need to be killed to spawn the named?

Bielaisk can indeed spawn from all six shellscale guard spawn points, the four below and two above.

You don't have to kill the two above, but if you can easily keep down the four lower PHs, plus the five static spawns and the roamer before them, and that annoying daydream that wanders in (which is a PH for the Wisp of Hope), then what's two more Bielaisk PHs and another roamer thrown in?

I have been camping the heck out of this guy thinking he only dropped 3 Lucids. He will spawn and pretty much any of the 6 spots where the gaurds stand. He also drops the arms for sure.

Only 1 chest so far. I think they nerfed the heck out of the drop rate.

As you go up the tunnel, or hall after the Quest NPC Havrin you will pass a few shellscale mob's. You are looking for 4 static shellscale gaurds. There are 2 on one side looking at the other 2 opposite them. I have only seen the named spawn from the North East gaurd. It may be possible it spawns from any of the gaurds in that area, but that is the only spot I have seen the named spawn. There are a few roamers to deal with also. I would get the quest "Clearing the Waterways" from Havrin key word "fight them" prior to camping this area so you can get some bonus exp for task complete while you wait for named to pop. GL, hope this helps. Loot listed looks correct.

Just came across him now while exploring the zone. He is in the SE location of 4 shellscale guards.

I'm guessing he looks like a shiliskin. He would spawn as one of them most likely. Not sure of the ph.
