Do you mean the data from Phase 3? Yes, that's gone. The data from Open Beta will carry over to Early Access and Release barring some catastrophic bug exploit.

I also have only heard that everything would carry over. I have not read anywhere that only character information would carry over.

I think there has been some miscommunication/confusion somewhere here.
Anything from Beta phase 3 has not been carried over to phase 4. All of the phase 3 data has been wiped, with the one exception being the character appearance and name data. The character appearance and name are saved such that if you open the character creation screen in Phase 4 your information from phase 3 will be there. You can choose to use the same appearance you saved your phase 3 character with, or create a new appearance altogether. It is merely saved for convenience if you liked your appearance in phase 3.
Any progress made in the phase 4 open beta will carry over to early access and release as long as there are no Earth- (Eorzea-)shattering bugs that would require a data wipe. Your character from beta phase 4, including name and appearance will all be concrete and will carry onwards to early access and release (again, disclaimer - barring any major bugs/glitches).
