Have SE recently announced how to download the client for returning player from FFXIV 1.0?
We have only 3days left and SE is still trying to fix early access registration for new players...

I would guess they will send an email out to all old accounts saying something like come back and try, however i think they are focussing on getting the EA and preorder issues resolved so they may forget about 1.0s until than.
If you played 1.0, you should have received a beta invite. The beta client for phase 4 will carry over into live, so you should still be able to download that.

All old 1.0 players got invited for phase 3 and beyond

They did but if you didn't enter your code they keep sending you emails. So I think they will probaly send out a new one for people who didn't participate in the betas.
