Do I have to buy ARR?Follow

I'm sure this has been asked a hundred times, but I can't find the answer after numerous searches. Sorry =/

I bought 1.0 and played it for awhile last year, but never got legacy status. Do I have to purchase a copy of ARR or is my account ready to play on Tuesday? I don't mind having to buy a copy if I have too, just didn't want to pick one up if it's not needed. Also, have the announced a time (such as 12am PDT) when the game will be available for non EA users?
